Charter of the ODJAQ
This document, titled “Charter of the Azerbaijan Democracy and Development Association”, provides a concise explanation and historical analysis of the current situation in Azerbaijan and Iran. It outlines the main issues and crises facing the region. The charter further elaborates on the principles and perspectives on which the Azerbaijan Democracy and Development Association (ODJAQ) was founded, aiming to address these crises. This text was ratified at the founding congress of the Association on December 10, 2023.
ODJAQ Areas of Activity

1. The Universal Declaration of Human Rights and the Two Covenants
All United Nations conventions must also be recognized as part of Iran’s national legal framework. The full provisions of these conventions should be implemented and enforced within national legislation. Any laws that contradict these conventions must be repealed.

Secular State
The government must treat all religions, sects, and ideological beliefs equally. No state institution or government-affiliated individual should make decisions based on religion or religious belief.

Gender and Sexual Identity
Legal equality based on gender and sexual identity must be guaranteed by the constitution. The implementation of this principle at all levels of society should be subject to continuous monitoring. In this regard, the rights of other sexual and gender minorities must also be explicitly protected.

Linguistic and Cultural Justice
Assimilation policies must be completely abolished, and all languages and identities must be recognized. In the future, laws, regulations, and initiatives should be developed with fairness among all ethnic groups in mind. Necessary measures must also be taken to compensate for past oppression and injustices and to address their consequences.

Public Oversight
The independence of the legislative, executive, and judicial branches must be guaranteed by the constitution. The exercise of these three powers should be overseen by a professional and strong media, as well as by non-governmental organizations.

Establishment of a Decentralized Government
Centralization must be removed from the structure of government. Based on the most successful models in the world, legislative and executive processes should be carried out with the greatest possible participation of citizens.

Economic Development through De-escalation and Global Engagement
Iran should transform from a country dependent on selling its natural resources into one that produces goods capable of competing in global markets.

Social Justice
All development programs and projects must serve the welfare of society, ensure the rights of different segments of the population, and contribute to the elimination of discrimination.

Environmental Protection and Restoration
Environmental protection must be a fundamental requirement for every project. In addition, pressing environmental issues should be addressed through a scientific approach with the participation of universities and specialized institutions.
